Biography

Dr. Sheldon Levy graduated from the University of Western Ontario Medical School in 1991 and subsequently completed a Comprehensive Internship in Internal Medicine at St. Michael’s Hospital at The University of Toronto. Dr. Levy practiced as a Clinical Associate in Cardiovascular Surgery at both Sunnybrook Health Sciences Centre and then St. Michael’s Hospital, being involved in all aspects of the surgical and post-operative care of cardiac patients. Dr. Levy has practiced Emergency Medicine since 1992 and is certified in both Advanced Cardiac and Advanced Trauma Life Support. Since 2004 Dr. Levy has been licensed by Health Canada specifically with respect to Exemption to the Physician with Respect to Methadone and maintains a methadone practice for the treatment of narcotic addiction; as part of this practice, Dr. Levy also counsels and treats concurrent cocaine and benzodiazepine addictions, in a patient population largely composed of chronic pain. Additionally, Dr. Levy has experience with the use of Botox injections for both cosmetic and non-cosmetic purposes.

At the current time Dr. Levy is enrolled in the final year of the Diploma Course at the University of Montreal in Insurance Medicine and Medicolegal Expertise and is additionally in the process of obtaining certification with respect to Catastrophic Impairment rating in accordance with The AMA Guides to the Evaluation of Permanent Impairment, 4 th Edition, 1993.

Since 2003 Dr. Levy has been the Medical Director of Riverfront Medical Services, and has performed numerous disability, medical/rehabilitation, catastrophic and medico-legal assessments.

Dr. Levy is a member of the Medical-Legal Society of Toronto, CSME, C- SAM (Canadian Society of Addiction Medicine), CMPA and CPSO.

Robert H. Rogers is a partner at the Law Firm of Evans, Philp LLP, in Hamilton. He practices civil litigation, exclusively on behalf of insurance clients. Although Robert has a particular interest in Accident Benefits files, he is also involved in representing insurers with respect to third party claims. In addition to acting as Trial Counsel on behalf of insurers in a variety of matters, Robert also oversees Evans, Philp LLP’s Accident Benefits Group, a collection of 5 lawyers that specialize in accident benefit issues. This is one of the largest AB specialist groups in Ontario.

Robert graduated from the University of Western Ontario in 1977 with an LL.B. He was called to the Bar in 1979. Robert has appeared before all levels of Court, the Financial Services Commission of Ontario (FSCO) and private Arbitrators on a variety of insurance matters and is committed to the advancement of the insurance industry and interests through his legal practice.

Robert is a frequent speaker at both legal and insurance industry sponsored seminars. His practice group is always available for in-house seminars addressing contemporary issues.

Dan Buch joined Cunningham Lindsey in September of 1995 bringing with him ten years’ experience. He has worked as a Special Investigator for a major insurer, has helped develop fraud protocols at several major insurers and he has lectured a number of times to insurers and insurance organizations on fraud, fraud investigations and protocols. He is a licensed adjuster with a specialty in Special Investigations. Dan brings valuable experience and professionalism to his role as Branch Manager at our Ottawa Branch.

6.  Staged Accident and Fraudulent Billing Practices; Kirk Quinn, IBC  


Presentation Summary

 

This presentation from the Insurance Bureau of Canada will address current trends identified in staged collision investigations; claims related fraud investigations including medical services provider identity theft, false billings and inflated billings; increasing awareness of organized crime groups involved in staged collisions and other unmerited insurance claims; and how the concept of ‘vertical integration’ seems to be evolving in the industry of insurance crime.

Kirk Quinn, BBA, CIP

Employed in Ontario’s Auto Insurance Industry since 1995, Kirk has experience with vehicle damage, injury, and third party claims handling. After moving into Special Investigations in 1999, he was part of the development of one of the insurance industry’s earliest dedicated multiple claim investigation units beginning in late 2000. This changed the focus of investigations from possible individual insurance frauds to cases potentially involving organized crime. As a result, Kirk worked closely with the Insurance Bureau of Canada Injury Rings Investigative Unit, which he joined in July 2003. He now is the Ontario Team Leader for the unit, working with a talented, experienced and dedicated mix of former police officers and insurance professionals. A Graduate of Wilfrid Laurier University, Kirk obtained his Chartered Insurance Professional status with The Insurance Institute of Canada in 2005 and is currently working towards his Fellowship with the Institute.
